VET Reform Programme has entered its third phase. So far within the Project, administrated by the Ministry of Education, and implemented with the financial and technical assistance from the European Union, over 150 Secondary Vocational Schools from all over the Serbia have been involved. This latest phase, called "Bridging", has the main objective of enabling continuation of the VET reform process through, until the beginning of the realisation of the IPA programme (planned for the Spring 2009), through which yet further implementation of the reform will be carried out.
The third phase of the VET Reform Programme is scheduled to run for a period of 11 months (from 19 th May 2008 till 18 th April 2009) and will be directed, first of all, on the support to the schools that already have pilot profiles, or have the opportunity to apply for one of the pilot profiles. In this phase, 74 further VET Schools are involved in the Project.
Activities of the Programme will be focused on several areas:
- Support of the implementation of the Strategy for Development of Vocational Education and Training which involves provision of the necessary conditions, preparation for setting up the National VET Council and VET Agency, proposal for rationalisation of school network, setting standards for accreditation and certification, NQF development and harmonization of authority and jurisdiction of all the actors in VET.
- Realisation of training for the directors and teachers of VET schools
- Dissemination of VET reform results achieved so far, in order to involve as large a number of schools as possible and other educational institutions in the reform
- Further development of activities within the Regional Training Centres
- Support of provision of new and rehabilitated schools under a loan from the European Investment Bank (EIB).
For the implementation of the VET Reform Programme - Phase III the European Union has, through the European Commission Delegation in Serbia, provided funding of 800.000 Euro. Technical support and assistance to the Ministry of Education in this phase of the reform will be provided by experts of the consortium led by the German consulting company GOPA mbH.
